PURPOSE:
To consider approval of Lease Agreement with WBT Properties, LP., for Buford Highway Mini-Storage located at 4206 Buford Highway, effective December 1, 2025; and
To consider authorizing the Chief Executive Officer to execute the Agreement.
NEED/IMPACT:
The new lease replaces Contract No. 12-800954 (formerly No. 78-1674) and is for a term of twenty years. It was negotiated in accordance with the DeKalb County Code. The new agreement accomplishes the following in part:
(1) Verifies Tracts A, B and C that encompass 4.60 acres (200,313 square feet) involved in the lease;
(2) Updates building information, consisting of a leasing office and 624 storage units, including drive-up and indoor self-storage units;
(3) Establishes a monthly rental payment of $20,031.30, effective the date of the agreement;
(4) Escalates the monthly rental payments by 10% or in accordance with the Consumer Price Index (CPI) All Urban Consumers South Region, every five years commencing on December 1, 2030;
(5) Reverts ownership to DeKalb County/PDK Airport of all new improvements (including newly constructed buildings and/or replacement structures) at the termination of the lease agreement;
(6) Lessee is responsible for all maintenance and emergency repairs of all facilities;
(7) Lessee is responsible for all utility payments;
(10) Fully incorporates all existing airport environmental laws, storm water compliance and includes security and access control measures.
The County Attorney has reviewed the document and approved it as to form pending Governing Authority approval.
The proposed lease was briefed to the Airport Advisory Board (AAB) on November 10, 2025, and a
unanimous motion to recommend approval of the lease passed.
FISCAL IMPACT:
This is a revenue generating lease agreement. There is no cost to the County.
