PURPOSE:

The requested allocation will expand the Land Bank’s capacity to increase the pace and volume of public land disposition, conveying suitable parcels to housing developers, nonprofit organizations, and homebuyers more quickly to advance the creation and preservation of affordable rental and homeownership opportunities throughout DeKalb County.

NEED/IMPACT:

Vacant, abandoned, tax-delinquent, and underutilized properties represent a significant opportunity to expand housing supply in DeKalb County, but each parcel must be cleared of title defects, maintained, assessed, and in some cases demolished or surveyed before it can be conveyed for housing use. These preparation costs limit how quickly the Land Bank can return properties to productive use. This allocation provides dedicated resources for that work, consistent with the Affordable Housing Fund’s eligible uses for the creation and preservation of affordable rental and homeownership opportunities and the facilitation of housing-related services and infrastructure. Quarterly reporting will document properties disposed of, expenses incurred, and progress toward affordable housing outcomes.

FISCAL IMPACT:

$500,000 from the Affordable Housing Fund, disbursed to the DeKalb Regional Land Bank Authority under an executed funding or grant agreement. Finance to confirm the fund account number and available balance.
