This agenda item approves an allocation of up to Two Hundred Fifty Thousand Dollars ($250,000) from the DeKalb County Affordable Housing Fund for the development, implementation, and initial operation of a compliance monitoring, activity reporting, and communications system (the “DeKalb Housing Platform”) for the County’s Housing Investment Bond Programs.

PURPOSE:

The DeKalb Housing Platform will give the public, the DeKalb Housing Council, and County leadership a centralized, regularly updated source of information on compliance with and activity under the Housing Investment Bond Programs, and on the County’s progress toward the goals, metrics, and strategies of the DeKalb County Comprehensive Housing Plan, promoting transparency and accountability in the administration of public funds dedicated to affordable housing.

NEED/IMPACT:

As the County implements its Housing Investment Bond Programs through a Primary Program Administrator and multiple Sub-Program Administrators, program data, transactions, and outcomes will be generated across several entities. Without a centralized system, consistent compliance monitoring and reporting to the Board, the DeKalb Housing Council established by CEO executive order, and the public would be difficult to sustain. The Platform will integrate data from Sub-Program Administrators, including Decide DeKalb, and provide compliance monitoring, dashboards, and public-facing reporting tools. It will also track performance against the Comprehensive Housing Plan, which is anticipated to be presented to the Board for adoption in November 2026.

FISCAL IMPACT:

Not to exceed $250,000 from the Affordable Housing Fund for software development or licensing, data integration with Sub-Program Administrators, dashboard and reporting tools, public communications features, professional and technical services, and related administrative expenses. Finance to confirm the fund account number and available balance.

RECOMMENDATION:
