PURPOSE:
Pursuant to Section 13A of the DeKalb County Organizational Act and the Georgia Development Authorities Law, the Georgia Hospital Authorities Law, and the Residential Care Facilities for the Elderly Authorities Act, CEO Cochran-Johnson nominates Ms. Triscilla Weaver for appointment to Post 3 of the following authorities: the Development Authority of DeKalb County, the Private Hospital Authority and the Residential Care Facilities for the Elderly Authority. The appointments will begin upon confirmation by the Board of Commissioners. This is a four (4) year term for the Development Authority of DeKalb County, which will expire December 31, 2028. This is a six (6) year term for the Private Hospital Authority, which will expire December 31, 2026. This is a six (6) year term for the Residential Care Facilities for the Elderly Authority, which will expire December 31, 2030. Post 3 is currently vacant and was last held by Dr. Devon Horton, who resigned from the respective authorities in October 2025.
NEED/IMPACT:
The purpose of the Development Authority of DeKalb County is to develop and promote commerce, industry, and employment opportunities for the public good and general welfare of DeKalb County. It is imperative that the membership of the Development Authority of DeKalb County is enhanced with executives and leaders of DeKalb County so that this Authority’s purposes are effectively maintained and managed.
The DeKalb County Private Hospital Authority is authorized through the Hospital Authorities Act to oversee the Emory Wesley Woods Hospital (previously known as the Wesley Woods Hospital). The Residential Care Facilities for the Elderly Authority is authorized through the general law to provide adequate residential care facilities for the elderly for the seniors of DeKalb County.

To confirm the appointment of Dr. Devon Horton to the Development Authority of DeKalb County in Post 3 with a term that expires on December 31, 2028; to the Private Hospital Authority in Post 3 with a term that expires on December 31, 2026; and to the Residential Care Facilities for the Elderly Authority in Post 3 with a term that expires on December 31, 2030.
