PURPOSE:
To consider acceptance of WIOA Rapid Response Grant not to exceed $90,000 for employment and training activities for Dislocated Worker eligible participants.
NEED/IMPACT:
We received the notice of allocation from the Technical College System of Georgia (TCSG) for Fiscal Year 2024 Rapid Response Grant award for Dislocated Workers. This approval will permit expeditious handling of grant funding for programs to ensure continuous service to DeKalb County clients for employment and training services.
Rapid Response is currently a United States Department of Labor (USDOL) grant program established through the WIOA. Effective January 1, 2024, statewide rapid response activities will be administered by the Technical College System of Georgia Office of Workforce Development (OWD). OWD will award funding on an annual basis to Local Workforce Development Area’s (LWDAs) for the purposes of administering rapid response activities. Rapid Response enables each LWDA to provide frontline assistance to employees who are laid off through no fault of their own, known as “dislocated workers.” The Program provides a pro-active response to company layoffs and plant/facility closures in which the state’s Rapid Response team coordinates services with the LWDA to aid dislocated workers and companies affected by closures/layoffs. Rapid Response enables states to provide on-site services, at no cost to the employer, to assist with minimizing the disruptions associated with job loss as well as assisting the dislocated worker in obtaining reemployment as soon as possible.
The Workforce Innovation and Opportunity Act (WIOA) provides funding for Adult, Dislocated Worker, and Youth participants for employment and training activities. These funds will be used to provide citizens of DeKalb County with job search assistance, labor market information, occupational trend information, resume preparation, and assistance in identifying employment opportunities available through both online and direct job sites. In addition, funding will be used to provide interest and aptitude assessments and occupational skills training opportunities for WIOA eligible customers. No funds have been received or expended and no workforce activities are being conducted for the above-mentioned grants.
