PURPOSE:
Awarded by the BOC on March 8, 2022, under a cooperative agreement in the amount not to exceed $7,781,553.28. This contract consists of piggybacking off the competitively let Region 4 ESC/OMNIA Partners Cooperative Purchasing Agreement No. R170802. On June 27, 2023, the BOC approved Change Order No. 1 to increase the scope of work, funding, contract term through October 31, 2024. Additionally, approved a 5% maximum cost escalation for work completed from January 2023 going forward. This contract consists of piggybacking off the competitively let Region 4 ESC/OMNIA Partners Cooperative Purchasing Agreement No. R170802 annual contract for the provision of trenchless technology rehabilitation and related services. The County’s resulting contract survived the expiration of the Region 4 ESC/OMNIA Partners Cooperative Purchasing Agreement No. R170802. Additional resources are needed to meet the Consent Decree deadline. This request seeks to increase contract term, funding and scope of work to include additional sanitary sewer lining work for complete renewal of existing sewers via the CIPP method, in which new pipes are assembled inside of the aged, failing pipes. Approving this request will ensure that the County uses the best method possible to improve system reliability, without consuming additional time and effort.

and authorize the Chief Executive Officer to execute the change order and all associated documents.
