CO - Change Order No. 3 to Contract No. 1259927 Water Valve and Fire Hydrant Locate and Assessment (City of East Point Contract No. 2016-1585 [DeKalb Cooperative Agreement]): for use by the Departments of Watershed Management (DWM). This contract primarily consists of performing water valve and fire hydrant locates and assessments. This request seeks to ratify a previously provided contract term increase. This request also seeks to increase the scope of work and contract funds and term through December 31, 2026. Awarded to Xylem Dewatering Solutions, Inc. dba Wachs Water Services. Amount Not to Exceed: $1,671,500.00.

PURPOSE:
Awarded by the BOC, on June 22, 2021, as a cooperative agreement in an amount not to exceed $5,249,250.00. On December 12, 2023, the BOC approved Change Order No. 1 to increase the contract term through June 30, 2025. On March 26, 2024, the BOC approved Change Order No. 2 to transfer the existing contract’s remaining funds and contract term from Pure Technologies U.S., Inc. dba Wachs Water Services (a Xylem, Inc. brand) to Xylem Dewatering Solutions, Inc. dba Wachs Water Services. This contract consists of piggybacking off the competitively let City of East Point annual contract for the performance of water valve condition assessments and evaluations. These services include locating, accessing, and clean-out of the valve structures; the collection of over 30 valve attributes and capture of a sub-foot GPS locate; and the documentation of necessary work orders that will allow for valve operability. This request seeks to ratify a previously provided contract term increase. This request also seeks to increase the scope of work and contract funds and term through December 31, 2026. These increases will assist in opening valves found to be incorrectly closed and will also assist in continuing safe valve exercising while flushing stale water and protecting water quality in the County.

Recommended Action
Recommend approval of Change Order No. 3 with:
Xylem Dewatering Solutions, Inc. dba Wachs Water Services, 1959 Parker Court, Suite D, Stone Mountain, GA 30087
and authorize the Chief Executive Officer to execute the change order and all associated documents.
