CO - Change Order No.7 to Contract Nos.: 1038377 and 1038378 for Storm Drainage Infrastructure System Construction for Public Works Stormwater Projects (Multiyear Contract): for use by Public Works - Roads and Drainage (R&D) and the Department of Recreation, Parks and Cultural Affairs (RPCA). These contracts consist of providing storm drainage construction services. Awarded to A&S Paving, Inc. and Kemi Construction Company, Inc. EXTENSION IN TERM ONLY.

PURPOSE:
Awarded by the BOC on November 7, 2016, for a total amount not to exceed $2,396,538.00. On April 10, 2018, the BOC approved Change Order No. 1 to extend the term of the contracts to December 31, 2019 and increased the contracts for an amount not to exceed $2,400,000.00. On June 11, 2019, the BOC approved Change Order No. 2 to increase the contracts for an amount not to exceed $3,400,000.00. On October 8, 2019, the BOC approved Change Order No. 3 to increase the contracts for an amount not to exceed $2,900,000.00 and to extend the contract through December 31, 2020. On December 8, 2021, the BOC approved Change Order No. 4 to extend the contract terms to June 30, 2021. On June 22, 2021, the BOC approved Change Order No. 5 to increase the contracts for an amount not to exceed $1,475,000.00 and to extend the contract terms to December 31, 2021. On December 14, 2021, the BOC approved Change Order No. 6 to increase the contracts for an amount not to exceed $2,500,000.00, and to extend the contract terms to June 30, 2022. This request is to extend the contract term though June 30, 2023 in order to continue working on the back log of Stormwater projects, until a new contract is in place. A new solicitation is being prepared and will be advertised soon. An assessment of the financial needs for the backlog is currently being undertaken and if needed, funding for these contracts will requested at a later date.

Recommend approval of Change Order No. 7 with:
A&S Paving, Inc., 2747 S. Stone Mountain-Lithonia Road, Lithonia, GA 30058

and authorize the Chief Executive Officer to execute the change orders and all associated documents.
