PURPOSE:

To appropriate $23,250 from the District 6 ARPI Fund for the purpose of providing the final funds needed to Single Parent Alliance and Resource Center (SPARC) to complete a DeKalb County homeless community assessment.

 

NEED/IMPACT:

We are aware that many families and children fall through the cracks of traditional homeless counts because of HUD’s definition of homelessness. Last Fall, a proposal of $119,000 (see attached) was provided requesting support for a county wide assessment of families and children living in extended stay motels in DeKalb. This final District 6 allocation is in conjunction with the 2024 District 1,2, and 6 allocations of funds and the District 2 and District 6 commitment to split the balance of the $46,500 so that this important assessment can move forward. It is imperative to mitigate for the minor youth are our most vulnerable constituents.

Living in sub-standard motels are dangerous and impacting health, capacity to focus on school, and subjecting children to violence, drugs, and exposure to physical and emotional harm. This targeted count is vital to our commitment to addressing homelessness, affordable housing, and the overall impact to social services, resources, and quality of life needs in our fight to ensuring all DeKalb County residents have access to living in safe accommodations. The anticipated start dates to solicit and train the enumerators is July 2025 with an anticipated end date of October 2025, and a final report by the end of November 2025.

RECOMMENDATION:

Recommended Action

To approve the allocation of $23,250 from the District 6 ARPI Fund to Single Parent Alliance and Resource Center (SPARC) and authorize the Chief Executive Officer or her designee to execute all the necessary documents.
