CO - Change Order No. 6 to Contract No. 1034376 and change Order No. 7 to Contract No. 1034381 for Engineering Services (Multi-Year Contract): for use by the Department Watershed Management (DWM). These contracts consist of providing on-call engineering services that primarily include engineering studies, design, land surveying and construction administration services for water and sewer consent decree projects within the Capital Improvement Program (CIP). This request is to increase the contract term through December 31, 2027 for both contracts to allow for the completion of work. Awarded to Atkins North America, Inc. and Black & Veatch Corporation. CONTRACT TERM INCREASE ONLY.

PURPOSE:
Awarded by the BOC on October 11, 2016 to four (4) vendors for a total amount not to exceed $12,000,000.00. On October 23, 2018, the BOC approved Changed Order No. 1 to increase funds to all four (4) contracts for a total amount not to exceed $6,000,000.00. On November 10, 2020, the BOC approved Change Order No. 2 to increase funds to Contact No. 1034377 (Arcadis) and the contract term through December 31, 2021 to all four (4) contracts. On June 8, 2021, the BOC approved Change Order No. 3 to increase funds to Contract Nos.: 1034376 (Atkins), 1034379 (Brown and Caldwell), and 1014381 (Black & Veatch) in a total amount not to exceed $2,250,000.00. On September 28, 2021, the BOC approved Change Order No. 3 to Contract No. 1034377 (Arcadis) to increase funds in an amount not to exceed $1,000,000.00 and the contract term through December 31, 2022 and Change Order No. 4 to increase the contract term through December 31, 2022 to the remaining three (3) contracts. On May 24, 2022, the BOC approved Change Order No. 5 to Contract No. 1014381 (Black & Veatch) to increase funds in an amount not to exceed $1,719,907.00. On June 14, 2022, the BOC approved Change Order No. 4 to Contract No. 1034377 (Arcadis) to add the Department of Public Works Sanitation to the contract and increase the scope of work and funds in an amount not to exceed $196,821.00. On March 14, 2023, the BOC approved Change Order No. 5 to Contract 1034376 (Atkins) and Change Order No. 6 to Contract No. 6 to Contract No. 1034381 (Black and Veatch) to ratify a previously provided ninety (90) day contract term increase, effective as of December 31, 2022 for all four contracts and increased term through December 31, 2023 for all four (4) contracts. Several projects have been designed but have not yet been let for construction. Approval of this request will allow for the continuation of existing engineering services and the ability to address any design related issues that may occur during construction.
