PURPOSE:

 

An allocation of up to $300,000 to contract with a firm to perform research and analysis of the county’s Water and Sewer system. This analysis will determine how the County’s Water and Sewer function can best be managed to ensure the long-term health and stability of the County's Water and Sewer assets and whether optimum service delivery would be achieved through the existing structure, reorganizing/outsourcing in whole or in part or the creation of a Water and Sewer Authority. 

 

NEED/IMPACT:

The County is seeking to determine what organizational structure will maximize operational efficiency for the County.

 

 

FISCAL IMPACT:

The analysis is not to exceed $300,000.

 

 

RECOMMENDATION:

 

Recommended Action

To adopt this agenda item to contract with a company to perform research and analysis of the county W&S system to determine how, organizationally, the W&S department can best ensure and improve the long-term health and stability of the W&S system as a whole, and whether that could best be achieved by a system reorganization in whole or in part, through the creation of a stand-alone department, an authority, and/or privatization or outsourcing of some or all of functions. The cost of the study is not to exceed $300,000.
