STAFF ANALYSIS: The Applicant requests expansion of the existing Gurdwara Sahib Sikh Spiritual Center across two adjoining parcels. The 4.14-acre temple parcel is R-85; the 6.64-acre expansion parcel is RSM and is the subject of companion rezoning Z-26-1248271. The SLUP is required for the place-of worship use in the residential district, not because of an Based on the criteria in Section 27-7.4.6, Staff recommends “Approval with Conditions” of SLUP-26-1248272, contingent on approval of companion rezoning Z-26-1248271. The established campus, combined site area and demonstrated conceptual parking capacity support the use, while enforceable conditions address the unresolved building envelope, operating demand, access and drainage details. This recommendation does not grant a variance or authorize construction inconsistent with the ordinance.
