PURPOSE:
To consider appropriating an additional $150,000 to the Decatur Church of Christ Senior Housing, Inc. (Decatur Christian Towers) contract #1187510 with Community Development Block Grant (CDBG) funds, thus making the total Grant $320,000; and to extend the contract term for a period of six (6) months; ending on June 30, 2021.
NEED/IMPACT:
The $170,000 contract with Decatur Church of Christ Senior Housing, Inc. (Decatur Christian Towers) was approved by the Board of Commissioners on October 22, 2019 and their construction contract procurement process began in February 2020. The procurement process yielded construction bids substantially above the original estimates for the Decatur Church of Christ Senior Housing project, which includes additional parking, erosion control, and stormwater mitigation. A professional cost estimating firm was contracted to evaluate the cost of the scope of work; bid costs were found to be in line with current market construction costs. The projected funding gap for the project is $300,000. The requested additional appropriation will leverage $150,000 in additional funding from the Decatur Christian Towers Board of Directors.

There is no fiscal impact to the County.

To approve appropriating an additional $150,000 to the Decatur Church of Christ Senior Housing, Inc. (Decatur Christian Towers) contract #1187510 with Community Development Block Grant (CDBG) funds, thus making the total Grant $320,000; to extend the contract term for a period of six (6) months; ending on June 30, 2021; and authorize the Chief Executive Officer to execute all necessary documents.
