PURPOSE:

Awarded by the BOC, on November 19, 2019, to four (4) vendors for a total amount not to exceed $825,000.00. On November 10, 2020, the BOC approved Change Order No. 1 to all awarded vendors for a total amount not to exceed $2,160,000.00 to fund additional projects. On February 9, 2021, the BOC approved Change Order No. 2 to all awarded vendors for a total amount not to exceed $1,100,000.00 to fund additional projects utilizing SPLOST funds and raised individual project limit to $500,000.00. On August 10, 2021, the BOC approved Change Order No. 3 for a total amount not to exceed $2,000,000.00 to fund additional projects. On March 22, 2022, the BOC approved Change Order No. 4 to Contract No. 1191815 for an amount not to exceed $1,451,397.00 for renovations of library restrooms at Chamblee, Clarkston, Decatur, Flat Shoals, Gresham, Lithonia-Davidson, Redan-Trotti and Wesley Chapel - William C. Brown. On April 12, 2022, the BOC approved Change Order No. 5 to Contract 1191815 and Change Order No. 4 to Contract Nos.: 1191813, 1191816, 1191817 and 1191818 for a total amount not to exceed $2,400,000.00 to add funds to all contracts for upcoming projects. On December 13, 2022, the BOC approved Change Order No. 5 to Contract No. 1191816 and Change Order No. 6 to Contract No. 1191815 for the early demolition of the New Police Evidence Storage Facility and for renovations to a temporary, offsite facility at Polebridge Wastewater Treatment Plant. On February 28, 2023, the BOC approved Change Order No. 5 to Contract Nos.: 1191813, 1191817, 1191818 and Change Order No. 6 to Contract No. 1191816 and Change Order No. 7 to Contract No. 1191815 for a total amount not to exceed $12,596,074.03. This contract consists of providing general contracting work, construction management and administration of a variety of small to medium construction project sites on a construction time and materials basis.

This project consists of restroom renovations to the Chamblee, Clarkston, Decatur, Flat Shoals, Gresham, Lithonia-Davidson, Redan-Trotti, and Wesley Chapel-William C. Brown libraries. Under Change Order No. 4 to Contract No. 1191815, Kissberg/Parker-Fry JV, LLC notified DCPL that they would not be able to provide the services due to short staffing and increased costs.

This request seeks:
  1) Rescission of the award under Agenda Item No. 2022-1239 to Kissberg/Parker-Fry JV, LLC  
      for $1,451,397.00
  2) Approval to re-award the restroom renovation scope of work under Change Order No. 6 with  
      Autaco Development, LLC
