STAFF ANALYSIS: The Comprehensive Housing Plan addresses the issues, opportunities, and goals of the 2050 Unified Plan. Some of these issues, opportunities, and goals addressed include the need for additional market rate housing, affordable housing, increased infill development, diverse housing types, code enforcement within aging housing developments, as well as increased development of senior-living housing types. Within the 2050 Unified Plan, recommendations around housing in DeKalb County stated that an “assessment to determine affordable housing stock for artists as well as affordable workspace.” The 2050 Unified Plan states that a housing market is a complex and ever-changing landscape of countless variables including economic factors guiding production, rehabilitation, and demand. Social factors also influence housing preferences, as does the willingness of renters and buyers to adapt to new products. This fluidity can seem daunting, but all the more important to establish strategies around DeKalb County’s issues. The following section summarizes strategies the County and community partners should consider. This should start with updating the more detailed Housing Study that was completed in 2018 and from that develop a more in-depth strategic housing plan for the county. To fulfill these expectations set by the Unified Plan, DeKalb County Planning and Sustainability Department, the Office of Housing, and Decide DeKalb have worked to create a plan that encompasses these recommendations. DeKalb County has already elected a Housing Officer, is in the process of establishing a Housing Advisory Committee and is tracking key housing metrics through plan implementation. Staff recommends “Approval” of the Comprehensive Housing Plan to align with the recommendations set forth by 2050 Unified Plan.
