PURPOSE:
Application of the Director of Planning & Sustainability to consider accepting $200,000 from the Livable Centers Initiative from the Atlanta Regional Commission for the grant period through October 31, 2028, for the Candler Road/Flat Shoals Parkway LCI full update - including the hiring of a consultant to conduct an overall study - and to authorize the CEO or her designee to execute all necessary documents.
NEED/IMPACT:
The goal of the Candler Road/Flat Shoals Parkway Master Plan update is to reevaluate and update the original LCI work program for the study area considering the significant market and development pattern changes that has taken place over the past decade, to strategize and develop catalytic opportunities, and to further promote a strong framework for transit and multimodal connectivity. DeKalb County adopted an LCI study for the Candler Road/Flat Shoals Parkway study area starting in 2007. DeKalb County will work with a consultant to develop the Candler Road/Flat Shoals Parkway LCI Master Plan for the approximately 1900-acre Candler Road/Flat Shoals Parkway LCI area in unincorporated Decatur, Georgia. The plan update will evaluate changes in the area’s market conditions and development patterns over the past decade, consider catalytic redevelopment currently underway - notably the anticipated redevelopment of South DeKalb mall - and identify how the redevelopment, in alignment with the adjacent MARTA hub, could spur broader economic development. With the community’s input and updated policies, the county seeks to refine and enhance recommendations from previous studies, creating a community-driven concept for land use and connectivity within the larger LCI area.
FISCAL IMPACT:
The County is required to commit a local match of 20% of the total project cost. The total project cost is estimated at $250,000 so the local match is estimated as $50,000.00.
