CO - Change Order No. 4 to Contract No. 1334184 DeKalb County Courthouse Parking Deck Renovation Project (445 days): for use by the Department of Facilities Management (FM). This contract consists of repairs to concrete and steel beams, columns, connections, steel plates, expansion joints, waterproofing, new electrical LED lighting, inspection of existing panel boards, plumbing, HVAC unit, fire protection piping, etc. This request seeks to ratify a previously provided contract term increase. This request also seeks to increase the contract term through April 30, 2026. Awarded to Restocon Corporation. CONTRACT TERM INCREASE ONLY.

PURPOSE:
Awarded by the BOC on May 23, 2023 for an amount not to exceed $9,895,518.75. On September 24, 2024, the BOC approved Change Order No. 1 for an amount not to exceed $642,150.95 to allow for reimbursement of permit fees, security fencing, and additional work at various levels and increase the contract term through July 14, 2025. On June 10, 2025, the BOC approved Change Order No. 2 extending the contract term through October 31, 2025. On September 23, 2025, the BOC approved Change Order No. 3 increasing the contract term through December 31, 2025. This contract consists of repairs to concrete and steel beams, columns, connections, steel plates, expansion joints, waterproofing, new electrical LED lighting, inspection of existing panel boards, plumbing, HVAC unit, fire protection piping, way finding signage, steel railings, pressure washing, stairwell modifications, repainting, restriping of parking stall lines, traffic coating on all exposed parking deck areas and on stair treads, renovating the parking attendant’s office and restrooms, trimming the exterior surrounding trees away from the parking deck and pressure washing all the exterior facades. This request seeks to increase the contract term through April 30, 2026 due to delays in receiving materials for the project.

Recommended Action
Recommend approval of Change Order No. 4 with:
Restocon Corporation, 337 N. Falkenburg Road, Tampa, Florida 33619
and authorize the Chief Executive Officer to execute the change order and all associated documents.
