PURPOSE:

The purpose of the RFP is to outline functions to be pursued with the chosen consultant to work with County
staff, the Board of Commissioners, and the Chief Executive’s office to develop an innovative, ambitious,
equitable, and data-driven comprehensive equity strategy with a sunset time horizon of June 15, 2023. The
purpose of the strategy is to develop a holistic lens through which equity is pursued throughout County
practices. The consultant is directed to provide the following key project outputs:

1) Recommendations on Increasing equity for current policies
2) Recommendations on Increasing equity for future policies
3) Framework for measuring equity in each policy within the BOC
4) Leadership trainings on equitable practices to incorporate in recruitment, hiring, and retention of talent
5) Guidance on operationalizing equity policies
6) Feasibility analysis for the creation of an Office of Immigrant and Refugee Affairs

 

NEED/IMPACT:

On June 15, 2020, the Governing Authority of DeKalb County passed a resolution (2020-0673) declaring

racism as a public health crisis. Under this resolution, the County has committed to progress as an equity and

justice-oriented organization and support, promote, and advocate for policies that improve health in

communities of color. With regard to equity, the resolution also states that the County will promote equity

through all policies approved by the Governing Authority and enhance educational efforts aimed at addressing

racism and how it affects the delivery of human and social services, economic development and public safety.

Finally, the resolution furthers the County’s commitment to identify clear goals and objectives, including periodic reports to the Governing Authority, to assess progress and capitalize on opportunities to further

advance racial equity. The proposed Comprehensive Equity Strategy is the next step in that process.

Recommended Action

Recommend approval of Change Order No. 1 with: Partnership for Southern Equity, Inc. 55 Ivan Allen Jr. Blvd., Ste 5, Atlanta, GA 30308. Amount Not To Exceed: $210,000.00 and authorize the Chief Executive Officer to execute the change order and all associated documents.
