CO - Change Order No. 1 to Contract No. 1283955 Cooperative Agreement for Consent Decree: Trenchless Technology Rehabilitation, External Point Repairs, and Related Products and Services (OMNIA Partners Cooperative Purchasing Agreement No. R170802) [DeKalb Cooperative Agreement]: for use by Department of Watershed Management (DWM). This contract consists of providing sewer system trenchless sewer line rehabilitation services. This request is to increase the contract scope of work, funding, and term through October 31, 2024. PURPOSE:
Awarded by the BOC, on March 8, 2022, under a cooperative agreement in an amount not to exceed $7, 781,553.28. This contract consists of piggybacking off the competitively let Region 4 ESC/OMNIA Partners Cooperative Purchasing Agreement No. R170802 annual contract for the provision of trenchless technology rehabilitation and related services. The County’s resulting contract survived the expiration of the Region 4 ESC/OMNIA Partners Cooperative Purchasing Agreement No. R170802.
This request seeks to increase the scope of work to allow for the completion of upgrades to over 100,000 linear feet of sewer line rehabilitation services; to include inspections, sewer line cleaning, external point repairs, manhole rehabilitation, and cured in place pipe lining. The original contract covered up to 5’ in length whereas the new proposed line item will cover up to 12’. Additionally, this request seeks to increase funding and the contract term through October 31, 2024. Lastly, by utilizing the Engineering News Record - Construction Cost Index (ENR-CCI) to calculate additional cost impacts incurred due to the current market’s supply chain, this request seeks to approve a 5% maximum cost escalation for work completed from January 2023 going forward.
Approval will assist in the continued completion of existing services for infrastructure improvements and a reduction in sanitary sewer overflows around the County.
