PURPOSE:

To consider acceptance of a grant in the amount of $2,070,132.66 from the Atlanta Regional Commission for DeKalb aging services for the period of July 1, 2021- June 30, 2022 and to approve the required match and to consider authorizing the Finance Department to issue payments to subcontractors using these federal and state funds.

 

NEED/IMPACT:

The Human Services Department’s Office of Aging has served as the Atlanta Regional Commission’s designated County Based Agency (CBA) for the provision of senior services for the last 17 years. Specific services provided by the Office of Aging include information and referral, case management, congregate meals, home delivered meals, in-home services (personal care, homemaker, and respite) and transportation. 

 

The grant allocation of $2,070,132.66 is a planning allocation provided by the Atlanta Regional Commission and additional funding may be provided to the County later within the new state fiscal year.  The required match amount of $160,164.49 will be taken from the Reserve for Seniors Award #100453/602152. The total grant amount, for senior services with the required match is $2,230,297.15.  If approved, an estimated 2,300 seniors will receive services through this grant award.

 

FISCAL IMPACT:

There is no fiscal impact to the County as the required match will be taken from the already approved funds in the Reserve for Seniors Award #100453/602152.

 

RECOMMENDATION:

Recommended Action

Accept the federal and state funds from ARC and Appropriate to the grant fund; Authorize Finance to issue payments to subcontractors and Authorize the Chief Executive Officer to execute all necessary documents. Provide Approval for Human Services to Accept any supplemental Awards for senior services from the Atlanta Regional Commission for the SFY2022; and Approval for Human Services to provide any additional match requirements for SFY2022.
