PURPOSE:

Awarded by the BOC on September 11, 2018, to a sole provider for an amount not to exceed $2,130,000.00. On December 10, 2019, the BOC approved Change Order No. 1 to increase the contract term to December 31, 2020, and funding in an amount not to exceed $1,750,000.00.  On December 15, 2020, the BOC approved Change Order No. 2 to increase the contract term to December 31, 2021. On November 9, 2021, the BOC approved Change Order No. 3 to increase the contract term to December 31, 2022.  On December 20, 2022, the BOC approved Change Order No. 4 to increase contract term to December 31, 2023, and increase funding in an amount not to exceed $2,100,000.00.  On December 19, 2023, the BOC approved Change Order No. 5 to increase contract term to December 31, 2024. On February 11, 2025, the BOC approved Change Order No. 6 to increase the contract term to December 31, 2025, and funding in an amount not to exceed $3,000,000.00. The County has utilized these proprietary parts for 20 years and currently uses over 300 Teledyne ISCO flow monitors. Only Teledyne ISCO equipment, parts, and system components are compatible with existing Teledyne equipment, parts, and system components. Additionally, only Teledyne ISCO trained personnel can provide training on the use, installation, and repair of the equipment, parts, and related systems components. This equipment is utilized to collect the data needed to complete the hydraulic modeling and sewer monitoring programs required by the Consent Decree Flow and Rainfall Monitoring Program. This request to increase contract funds and term will allow for the continued utilization of the vendor support and training, proprietary equipment, parts, and related components with the sole source provider.
