PURPOSE:

 To consider declaring 30 county-owned vacant properties as surplus and transferring those properties to the DeKalb Regional Land Bank Authority (DRLBA).

 

NEED/IMPACT:

The DeKalb Regional Land Bank Authority (DRLBA) has been identified as a strategic redevelopment partner for DeKalb County. Through the County’s Housing Investment Program (HIP) - Capacity Building Seed Fund Initiative, DRLBA is expanding its capacity to acquire, manage, and strategically dispose of DeKalb County’s non-productive properties and return them to productive use and the tax digest.

As part of this initiative, DRLBA is requesting 30 additional parcels through this request and plans to submit additional requests over the next six months, with a goal of adding 150 new parcels to its property inventory. This expanded inventory will strengthen DRLBA’s redevelopment pipeline and support increased dispositions from approximately 25 parcels annually to 50 in 2027 and 75 in 2028.

This investment will enable DRLBA to accelerate the disposition and redevelopment of non-productive properties, expand housing and economic development opportunities, and generate long-term fiscal benefits by returning properties to the County’s tax digest.

 

 

FISCAL IMPACT:

No cost to the County to make parcel transfer.

Recommended Action

To declare 30 vacant county-owned properties as surplus properties and authorize the Chief Executive Officer to execute all necessary documents to transfer said 30 vacant surplus properties from the County’s database of properties to the DeKalb Regional Land Bank Authority.
