PURPOSE:
Awarded by the BOC on January 28, 2014 for an amount not to exceed $14,865,616.00. On August 8, 2017, Change Order No. 1 was approved by the BOC to increase funding in an amount not to exceed $1,478,169.00 for work completed May 6, 2017 through August 31, 2017. On December 12, 2017, the BOC approved Change Order No. 1A to increase funding in an amount not to exceed $2,885,348.00 for work completed September 1, 2017 through February 28, 2018. On April 24, 2018, the BOC approved Change Order No. 1B to increase the contract time through June 30, 2018 and funding in an amount not to exceed $1,886,848.00 for work completed March 2018 through May 2018. The BOC approved Change Order No. 2, on June 26, 2018, to increase the contract time and term, revise the scope of work, and increase funding for an amount not to exceed $11,363,633.00. On June 23, 2020, the BOC approved Change Order No. 3 to continue and modify existing services, increase contract term through December 31, 2025, and increase funding in an amount not to exceed $25,922,877.00. On July 26, 2022, the BOC approved Change Order No. 4 to increase scope of work by adding Department of Public Works - Road Drainage to the contract and funding in an amount not to exceed $500,000.00. The Consent Decree completion date has been modified to December 20, 2027. This contract consists of providing program management services for the Consent Decree Program via the main tasks of budgeting, reporting, program implementation, community outreach, and other needed technical services. This request will allow DeKalb County to continue with and modify existing services to better align with Consent Decree program.

Recommended Action
Recommend approval of Change Order No. 5 with:
CH2M Hill Engineers, Inc. aka Jacobs Engineering Group, Inc., 10 10th Street, Suite 1400, Atlanta, Georgia 30309
Amount Not To Exceed: $32,777,138.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
