PURPOSE:

To design and implement a wet weather pumping storage system to provide the necessary additional storage needed during wet weather events at the Snapfinger Wastewater Treatment Plant. Ongoing Sanitary Sewer Overflows (SSOs) continue to take place due to the lack of storage capacity, Meadow Creek especially.  Three major SSOs have occurred at Meadow Creek  in 2024 alone. The County has renegotiated the Consent Decree with the EPA/EPD/DOJ, agreeing to expedite the additional storage required to mitigate the SSOs. SSOs are causing adverse human and environmental impacts to our citizens and environment due to the raw sewage overflowing onto our grounds.  If an immediate solution is not defined and implemented, the County will face fines as well as failing to be in compliance with the Consent Decree. Ruby Collins working with Sunbelt Rentals Pump Solutions has proposed a system that will meet the County’s needs within the time frame required. This request seeks to ratify the emergency purchase required for the design and implementation of the wet weather pumping storage system.
