PURPOSE:

To consider approving a Resolution to allocate Affordable Housing Funds to support Street Outreach, Case Management, Coordinated Entry, HMIS, and Shelter Operations for DeKalb County’s Homeless and Underhoused Communities. DeKalb County has experienced a sustained and increasing incidence of homelessness and housing instability, resulting in growing demand for homelessness services.  The Department of Community Development is responsible for coordinating the County's response to homelessness, and the existing staffing and operational capacity dedicated to homelessness services  is insufficient to meet current and projected demand for services.

NEED/IMPACT:

November 18, 2025, the Board of Commissioners approved the Affordable Housing Fund (the "Fund"), which expressly authorizes the use of  Fund resources for the "facilitations of housing-related services and infrastructure that improve access to safe, stable housing"; and the operating allocation requested herein, comprising street outreach staffing, day center staffing, shelter contract management, coordinated entry, HMIS,  operations support, and warming and cooling center staffing;  constitutes eligible uses of the Fund under that authorization; and  in January 2026, the Board of Commissioners received the Unhoused Support and Services Plan, which includes Recommendation #5 “Expand Coordinated Entry”; Recommendation #6, "Increase Street Outreach & Case Management Capacity"; Recommendation #8 “Shared Data and Technology  (HMIS)  and the allocation requested herein directly implements said  recommendations.

FISCAL IMPACT:

The cost to the County is $1,316,927

A.                      Street Outreach - $469,000

     B.    Coordinated Entry - $139,720

     C.    Day Center Project Management - $149,038

     D.    Shelter Contract Management- Operations  - $359,360

     E.    Warming and Cooling Operations - $99,359

     F.    HMIS - $100,450

Funding Source - Affordable Housing Fund

RECOMMENDATION:

Recommended Action

To approve a Resolution to allocate Affordable Housing Funds to support Street Outreach, Case Management, Coordinated Entry, HMIS, and  Shelter Operations for DeKalb County’s Homeless and Underhoused Communities in an amount not to exceed $1,316,927.  The Department of Community Development is responsible for coordinating the County's response to homelessness, and the existing staffing and operational capacity dedicated to Homelessness services  is insufficient to meet current and projected demand for services. The referenced Affordable Housing Funds will be transferred to the Community Development Department.  Authorize the Chief Executive Officer to execute all necessary documents.
