PURPOSE:
Awarded by the BOC on July 14, 2020, to Kemi Construction Company, Inc. for a total amount not to exceed $21,359,252.50. On January 10, 2023, the BOC approved Change Order No. 1 to calculate and pay additional cost impacts incurred due to market supply chain issues. On March 14, 2023, the BOC approved Change Order No. 2 to extend the contract term through December 31, 2024, and provided for a total lump sum payment of $1,084,697.00 from the Owners Allowance. On July 9, 2024, the BOC approved Change Order No. 3 to increase the scope of work, contract funds in an amount not to exceed $15,271,478.64, and extend the contract term through December 31, 2026. On July 22, 2025, the BOC approved Change Order No. 4 to increase scope of work and contract funds in an amount not to exceed $8,234,753.13.
This contract consists primarily of providing sanitary sewer renewal, rehabilitation, and associated work such as CIPP lining and point repairs; pipe replacement; CCTV inspections; and manhole cleaning, location rehabilitation, and replacement. Change Order No. 5 is a request for additional contract time and increase funding to complete the Sylvian Ramble Road Streambank Stabilization, Cluster 3 Priority Fix List (PFL), Wanda Woods Streambank Stabilization and Cluster 18 PFL projects. The purpose of this Change Order is to provide DeKalb County the ability to continue required EPD mandated Consent Decree projects.

Recommended Action
Recommend approval of Change Order No. 5 with:
Kemi Construction Company, Inc., 2550 West Point Avenue, College Park, GA 30337
Amount Not To Exceed: $1,000,000.00
and authorize the Chief Executive Officer to execute the change order and all associated documents.
