PURPOSE:

To Appropriate $4,000 from the 2025 District 6 Reserve for Appropriation to the Atlanta Regional Commission (ARC) as the required “local contribution” for community development planning assistance in the Community Development Assistance Program (CDAP) to support the selected project “South River in the City: Establishing the Upper South River Water Trail” submitted by American Rivers. These funds will be used for engagement with a Project Advisory Group to enhance overall program development. The “South River in the City: Establishing the Upper South River Water Trail” Scope of Services is attached.

NEED/IMPACT:

This project is focused on expanding passive recreational use of the South River, upstream of Panola Shoals, into the most urban areas of DeKalb County and City of Atlanta with the goal of improving instream water quality. In 2024, the Board of Commissioners passed a resolution “[Committing] to the Transformation of the South River Forest by Adopting the Recommendations of the "Explore South River Forest" Report…” This project seeks to further transform and invest in the South River Forest Area and the South River water trail by providing a final “comprehensive greenspace map of the study area and a brief report document that provides maps, graphics, and supporting text to help guide the implementation of actionable community-oriented steps to promote connectivity, wayfinding, and placemaking within the study area.” This project further invests in the greenspace in the South River Forest area in Atlanta and DeKalb County, designing guides and tools that will promote activity and place making. Place making and community engagement around greenspace is crucial for conservation and preservation of DeKalb County’s natural environment. The Scope of Services anticipates completion of the project in approximately ten months.
