PURPOSE:

To support submitting a request to the Georgia DOT for State Funding in the FY2020 Local Maintenance and Improvement Grant Program for street resurfacing; and

To authorize the Chief Executive Officer to execute the necessary documents for this program. 

 

NEED/IMPACT:

The Georgia DOT’s Local Maintenance and Improvement Grant Program (LMIG) provides funding subject to appropriation by the Legislature, for local resurfacing of streets. The County has several hundred miles of streets rated 30 or worse in the Pavement Condition Index, which warrant resurfacing. The Georgia DOT has typically had funding available to resurface about 20 miles of those streets each year. Since FY2012, the DOT no longer bids this work themselves, but instead provides reimbursement to the County, up to the maximum amount allocated to the County by formula (estimated at approximately $4,204,862.13 in 2020), provided the County demonstrates at least a 30% match. Typically, because of the amount of milling, base repair, and other work required to complete the resurfacing projects, the County’s share of the local match is usually 50% or more. Attached is a list of approximately 25 miles from the worst rated roadways in the Resurfacing backlog that will require the State’s estimated $4,204,862.13 in funds to resurface, and an estimated $6,500,000 in County matching funds, to be funded from the Special Local Option Sales Tax (SPLOST) if available, or another County source. Those streets not selected by the State for funding are then added to the in-house Resurfacing Program. The DOT set a deadline for submitting our funding application to them no later than January 1, 2020 for consideration from the 2020 LMIG Program.
