PURPOSE:
On August 26, 2025, the BOC approved the adoption of the Operational and Performance Assessment and Ratification of Contract No. 2000186 Operational and Performance Assessment Services (Purchasing Policy Exemption) for use by the Chief Executive Officer. As part of the CEO's commitment to efficient county operations, Mauldin & Jenkins was contracted to assist in determining what organizational and operational policies, practices and procedures can be improved upon and what can be leveraged elsewhere within the County. This contract consists of an assessment of the operation and performance of various County departments.

Mauldin & Jenkins completed the initial work under the Contract, and work under Amendment No. 1 is currently in progress. Mauldin & Jenkins has submitted a proposal for an expanded scope of services to conduct an operational assessment of the Department of Community Development.

NEED/IMPACT:
The amendment consists of an operational and performance assessment of the Department of Community Development. Assessment services primarily include: evaluating the Department's organizational structure, culture, leadership, communication, employee engagement, operational processes, compliance functions, service delivery, technology systems, data infrastructure, reporting capabilities, and programmatic outcomes; identifying organizational strengths, operational gaps, inefficiencies, implementation barriers, and opportunities...
