PURPOSE:
In 2017, the Georgia General Assembly passed House Bill 146, which requires legally organized fire departments to provide cancer and long-term disability benefits for firefighters as of January 1, 2018. The ACCG Interlocal Risk Management Agency (ACCG-IRMA) provides coverage specifically designed to meet the requirements of HB 146. ACCG-IRMA is a self-insured fund created by Georgia counties through ACCG for the purpose of providing property and liability insurance coverage to its member counties. To participate, the County governing authority must adopt a resolution authorizing membership in ACCG-IRMA and authorizing the execution of an intergovernmental contract with the other member counties and associations of ACCG-IRMA.
NEED/IMPACT:
The County must comply with the requirements of HB 146 by purchasing both Cancer and Long-Term Disability coverage for firefighters with a January 1, 2018 effective date. This item requests approval of the following:

• Intergovernmental Contract
FISCAL IMPACT:
The estimated total annual premium for the cancer and long-term disability insurances is $106,600.00

Recommended Action
Adopt and approve the attached Resolution and authorize the Chief Executive Officer to execute the Intergovernmental Contract and all other necessary documents to obtain the ACCG-IRMA cancer and long-term disability insurance required by HB 146.
