PURPOSE:
Pursuant to the request of the Planning and Economic Development and Community Services (PECS) Committee, establish a consistent policy and decision-making basis for evaluation and approving economic development incentives for expanding and new businesses in unincorporated DeKalb County.
NEED/IMPACT:
An incentives policy will help the County implement the 2019 Strategic Economic Development Plan which identifies target industries and prioritizes areas within the County for economic development. The incentives policy will ensure that limited County resources are used in the best circumstances for jobs paying above average wages and in locations where economic development is most needed.
FISCAL IMPACT:
There are no immediate costs. However, in subsequent budgets, the County may wish to specifically allocate revenues to pay for incentives. This incentives policy will also prevent tax abatement (lost revenue) for projects that do not align with the Strategic Economic Development Plan.
