Stormwater Fee Increase - The proposed fee increases are from currently four dollars ($4.00) per month per equivalent residential unit to; Eight dollars ($8.00) per month per equivalent residential unit for the year 2023. Nine dollars ($9.00) per month per equivalent residential unit for the year 2024; and Ten dollars ($10.00) per month per equivalent residential unit for the year 2025 and for every subsequent year, subject to adjustment through official action of the DeKalb County Governing Authority.
Out of these fees, an annual fund of $350,000.00 from the Stormwater Utility Fund shall be established for the purposes of supporting a Green Schoolyards and Educational partnership with the DeKalb County School System (DCSD.

PURPOSE:
To approve Roads and Drainage's proposed Stormwater fee increase and the creation of an annual fund to support a Green Schoolyards and Educational Partnership. The resolution and supporting documentation is attached.
NEED/IMPACT:
There has not been a Stormwater fee increase since the creation of the Stormwater Utility in 2003. Since the creation of the Utility, not only has the stormwater infrastructure inventory increased, but the existing inventory has also continued to age, and needs ongoing maintenance, upgrades, and replacements. The cost of ongoing maintenance continues to increase. Roads and Drainage has exhausted reserves and requires additional funds in order to adequately maintain the existing stormwater infrastructure and to support the required activities of the County's NPDES Permit.
