PURPOSE:

A Resolution by the DeKalb County Governing Authority to opt out of the Homestead Exemption pursuant to O.C.G.A. § 48-5-44.2

NEED/IMPACT:

Georgia Code O.C.G.A. § 48-5-44.2, effective January 1, 2025, creates a statewide homestead exemption from ad valorem taxes levied by, for, or on behalf of the state or any county, consolidated government, municipality, or local school district in this state. DeKalb County currently has another form of base year value homestead exemption commonly referred to as the “property assessment freeze”. The DeKalb County Governing Authority therefore will out of the homestead exemption otherwise granted.

FISCAL IMPACT:

No immediate fiscal impact or payment due.

RECOMMENDATION:

Recommended Action

Pass the Opt Out Resolution, in a form proscribed in HB 581, and instruct the County Attorney to submit all necessary documentation to the Georgia Secretary of State to complete the opt out procedure by the statutory deadline.
