CO - Change Order No. 1 to Contract 1217878 Law Enforcement Equipment: for use by the Department of Police Services (PS). This contract purchases from the competitively let NPPGov Contract No. P20270 for the purchase, training and support Conducted Electrical Weapons (CEW). This request seeks to increase the contract term and funds for the upgrade from Taser 7 to Taser 10. Awarded to Axon Enterprise, Inc. Amount Not To Exceed: $7,890,769.60.

PURPOSE:
Awarded by the BOC on May 11, 2021 for an amount not to exceed $3,312,366.00 for the purchase of 800 Conducted Electrical Weapons (CEW) and includes instructor-lead and virtual reality training, master instructor school training, charging docks and accessories and unlimited cartridges with support over a five (5) year period. The new weapons will replace the inventory that was 7-9 years old and obsolete as the average lifespan for a CEW is five (5) years. The County received a trade-in allowance of $144,274.00 for obsolete inventory and an additional 10% discount for the use of the cooperative agreement. Police Services had been shifting weapons between on and off duty officers which is a potential life, health and safety hazard for officers. This contract consists of purchasing off the competitively let NPPGov Contract No. P20270 via the Lead Agency, League of Oregon Cities. This request seeks to upgrade the CEW from the Taser 7 to the Taser 10 and extend the contract for a period of ten (10) years with support over the life of the contract, provides for a discount for the roll-over of the remaining term to the new contract term plus a 15.6% discount.
