PURPOSE:

Remove 18-gallon recycling bins and 40-gallon recycling bags from the single-stream recycling program. Introduce 35-gallon recycling roll cart option.

NEED/IMPACT:

The 35-gallon recycling roll cart would be easier for recycling subscribers to maneuver, and provide a more efficient way in collecting the recycling materials for the department operationally.

A complimentary 35-gallon recycling roll cart would be offered to new and existing subscribers, with existing subscribers returning their 18-gallon bin, to be repurposed for use in the ongoing school recycling program.  The introduction of the 35-gallon recycling roll cart should be well received by county residents, as many subscribers are currently inquiring about smaller and larger recycling container options. For a one-time prepaid fee of $15.00 subscribers can upgrade to the 65-gallon recycling roll cart.

FISCAL IMPACT:

The concern over rising production and purchase costs for bins and bags would be eliminated. Currently, the department incurs a cost of $18.57 per box of 100 bags and $13.60 per 18-gallon recycling bin, versus an approximate cost of $32.24 per 35-gallon recycling roll cart.
