PURPOSE:

To consider retiring K-9 As to the care of Robert Summe; and
To consider authorizing the Chief Executive Officer to execute all necessary documents.
NEED/IMPACT:
Narcotics detection K-9 As went into service with the DeKalb County Police Department in 2017 as a dual-purpose canine. K-9 As was assigned to Officer Durhan, then to Officer Wade as a multipurpose canine for detecting narcotics, tracking suspects, locating suspects, and locating evidence. K-9 As was slated to retire within the next year, but it is necessary for him to retire immediately due to his age and years of service.
After consulting with professional K-9 handlers and trainers, it was determined that K-9 As is unsuitable for the transition to a third handler because of the lack of time to retrain him with a third handler and the lack of workable time that K-9 As has remaining at his age. Therefore, this request is to retire K-9 As to the care of Robert Summe as an off-leash K-9.
