PURPOSE:
CHaRM will serve as a convenient drop-off location for hard to recycle materials, including but not limited to tires, mattresses, paint, and electronics; the center will encourage recycling throughout DeKalb County and provide savings to the Sanitation, Beautification and Code Enforcement departments. It will also provide volunteer, internship, and job opportunities for youth in the sustainability field. In addition, the County will enter a no-cost lease for county-owned property at 1225 (Rear) Columbia Drive, Decatur, GA 30032, Parcel ID 15-200-02-001, to serve as the drop-off location for hard to recycle materials.
NEED/IMPACT:
To appropriate $150,000 per year, for three years, from RPCA’s departmental general fund to finance this project.

An amount of $150,000 per year, for three years, from RPCA’s department general fund.
RECOMMENDATION:
Recommended Action
Appropriate $150,000 per year, for three years from RPCA’s departmental general fund to finance the Live Thrive, Inc. recycling project and maintain the CHaRM facility at 1225 (Rear) Columbia Drive, Decatur, GA 30032, Parce ID 15-200-02-001; also, to authorize the County to enter a no-cost lease for the South DeKalb Healthy Living (CHaRM) facility. In addition, to authorize the Chief Executive Officer to execute all the necessary documents and contracts to implement the project.
