PURPOSE:
To consider approving a resolution to adopt the I-20 East Transit Oriented Development (TOD) Community Plan and authorize the Chief Executive Officer to execute all necessary documents. The substitute is to update section 2 -10 to include the final public meeting.
NEED/IMPACT:
MARTA, in partnership with DeKalb County, Urban Land Use Institute, DeKalb County Development Authority and the Equitable TOD Collaboration, received a grant funding from the U.S. Department of Transportation's Federal Transit Administration (FTA) to facilitate the creation of Transit Oriented Development around future transit. The funds were made available through FTA's Transit-Oriented Development (TOD) Planning Pilot Program for communities that are developing new or improved mass transit systems. The FTA grant awarded was $1.6 million, with total matching funds of $400,000 shared between MARTA and DeKalb County to create a strategic plan for TOD in DeKalb's I-20 East Corridor. MARTA entered into a contract with a team of consultants led by WSP and DeKalb County as Project Managers.
MARTA's grant was used to support development along the proposed community plan. The I-20 East Transit-Oriented Development (TOD) Community Plan project extends from the existing MARTA Indian Creek Station in DeKalb County along I-285 southward for 3.5 miles to Wesley Chapel Road, then eastward along I-20 from approximately 8.5 miles to the Mall at Stonecrest.
