PURPOSE:
The emergency procurement of a contractor for Phase 3C expansion of the SFAWTF is to optimize Phase 2 facilities. This work includes building out membrane capacity in Clusters 1 through 4, replacing blower motors and Variable Frequency Drives, replacing 4 backwash pumps, and adding a Return Activated Sludge pump. Approval of Phase 3C is critical to the County to mitigate the risk of sewer spills, the pollution of waterways and the associated fines, the violation of the plant’s NPDES permit, and non-compliance with the Consent Decree.
