PURPOSE:
To support submitting a request to the Georgia DOT for State funding in the FY2017 Local Maintenance and Improvement Grant Program (Off System Safety Program); and

To authorize the Chief Executive Officer to execute the necessary documents for this program.

NEED/IMPACT:
Off-System roads account for approximately 45% of the motor vehicle fatalities in Georgia annually. Meeting Georgia's goals for fatality reduction in Georgia requires a significant investment in improving safety on the county and city road system. As a result of House Bill 170, funds are being targeted from the FY 2017 supplemental budget for safety improvements on Off-System routes. The program focuses on low-cost safety improvements that can be implemented within the existing rights of way of Off-System routes that are likely to reduce the frequency and severity of crashes.

The Manual on Uniform Traffic Control Devices, or MUTCD, establishes uniformity and standards for traffic signs on public roads. Recently adopted language in the MUTCD now requires all agencies to adopt a sign maintenance program, which in turn will help agencies meet new minimum retro-reflectivity requirements for the traffic signs these agencies have installed.
Beginning in May 2014 the County began its Formalized Sign-Retroreflectivity Compliance Program. Areas of the County are separated into manageable sizes and all regulatory signs at least five years of age are replaced. The County is currently working is its fifth area.
