PURPOSE:
To approve a contract with Habitat for Humanity DeKalb for an amount not to exceed $1,050,000.00, which includes: $1,000,000.00 in HOME project funds to Acquire eligible single family detached homes, unoccupied, and/or foreclosed properties through voluntary sales; Rehabilitate the properties in accordance with DeKalb County's written rehabilitation standards; and Sell the rehabilitated homes to households at or below 80% of Area Median Income (AMI), in accordance with HUD HOME income limits.

$50,000 in HOME Community Housing Development Organization (CHDO) operating funds to support allowable CHDO operating costs.

NEED/IMPACT:
Homeownership access for low-income households in DeKalb has tightened, and many low- to moderate-income households' face housing cost burdens that impede purchase readiness. This action will add modest, code-compliant rehabbed units for resale to =80% AMI buyers, supporting stability and ownership pathways.

HUD requires Participating Jurisdictions to reserve at least 15% of annual HOME funds for CHDOs and to commit those funds to specific address-level projects, with CHDO certification in place at commitment. This item advances compliance with the CHDO set-aside and standard HOME controls (environmental review, written rehab standards, resale/recapture, income eligibility, and recordkeeping). Contracts will be executed after specific property addresses are identified and approved by the Community Development Director.

FISCAL IMPACT:
No cost to the County.
