PURPOSE:

Local limits are reviewed by The Department of Watershed every two years and are used to enforce the specific limits on prohibited discharges into the county’s wastewater system.  Based on the county’s assessment of its wastewater treatment facilities, local limits were adjusted to meet the ability of the system’s capacity to hold/or treat hazardous chemicals for both Polebridge and Snapfinger Wasterwater Treatment Facilities.

 

NEED/IMPACT:

The resolution will protect DeKalb County Publicly Owned Treatment Works operations and ensure that the DeKalb County comply with State and Federal requirements. Local limit adoption will also help the county meet National Pollutant Discharge Elimination Standard Permit requirements and federal Consent Decree requirements. DeKalb County is required to adopt the new local limits into the DeKalb Code of Ordinance.

 

FISCAL IMPACT:

Immediate cost is to fund the expansion of the Regulatory Compliance sections of Watershed Management, but that cost will be offset over time by fines and surcharge revenue levied against noncompliant Industrial Dischargers. Local limits are developed by Watershed Management to protect the environment, and enforce Federal, State and local regulations.
