ReCycle DeKalb Compost Beta Community Education Program (Purchasing Policy Exemption). Consists of the provision of weekly food-scrap collection services and community education to 500 unincorporated DeKalb households over a 40-week beta term in 2027. The program will provide branded 7-gallon containers to participating households at no cost to residents and is intended to educate residents on proper organics diversion while collecting participation, data, and measured behavior. A contract will be developed and executed in a form acceptable to the County Attorney or his designee. Awarded to: Compost Cowboys, LLC. Amount Not to Exceed: $325,000.00.

PURPOSE:
The ReCycle DeKalb Compost Beta Community Education Program has been developed to teach correct organics diversion to 500 unincorporated DeKalb households through county-funded weekly food-scrap collection over a 40-week beta term. The scope of services primarily includes, but is not limited to, weekly food-scrap collection, provision of branded 7-gallon containers at no cost to participating residents, and collection of participation and behavioral data. The program will launch in Q1 2027 and transition to countywide organics collection in Q4 2027, at which time responsibility for the program will transition to county service.
NEED/IMPACT:
