PURPOSE:

Purchase supports membrane upgrades to SF A WTF Clusters 1-4. The membrane system combines biological treatment with membrane filtration to produce high-quality effluent in a compact and efficient design. Advance payment required to support purchase of membrane to upgrade SFAWTF Clusters 1-4. Clusters 1-4 currently utilize KSS membranes with over 10 years of remaining service life. Replacing them with another manufacturer would result in significant additional costs. The membrane requires a 40-week lead time to manufacture and a down payment of $550,000.00 was required to begin production and meet the project completion timeline. The awarded contractor for the membranes upgrade and installation will take ownership and responsibility of the remaining membrane purchase with Kovalus Separation Solutions.
This substitute is submitted to revise the recommended award amount to better reflect the down payment purchase.
