PURPOSE:

Purchase supports membrane upgrades to SFAWTF Clusters 1-4. The membrane system combines biological treatment with membrane filtration to produce high-quality effluent in a compact and efficient design. These improvements are necessary to treat design flows, reduce the risk of sewer spills, and maintain compliance with Consent Decree requirements and the National Pollutant Discharge Elimination System (NPDES) permit. Clusters 1-4 currently utilize KSS membranes with over 10 years of remaining service life. Replacing them with another manufacturer would result in significant additional costs to DeKalb County. The membrane requires a 40-week lead time to manufacture and a down payment of $550,000.00 to begin production has been made.
