PURPOSE:
To consider authorizing the addition of three vehicles, in an amount not to exceed $177,000, to the DeKalb County fleet using the Community Development Department's HUD granted CDBG-CV and State granted ESG-CV funds. To authorize the Chief Executive Officer to execute all necessary documents.
NEED/IMPACT:
The Community Development Department acquired a vehicle in 2018. The vehicle spontaneously burned in 2020. With the onset of the COVID-19 pandemic, there was no immediate need to replace the vehicle. Therefore, the Department determined that it would not replace until pandemic protocols were lifted. Pandemic protocols have been lifted, Departmental activities have returned to normal, and resident's demands exceed pre-COVID levels. Vehicle replacement is now imperative, as the Department responds to the voluminous demands from citizens who were affected by COVID-19.
The Department conducts daily engagement efforts in all areas of DeKalb County to locate, identify, and build relationships with unsheltered homeless people in order to provide immediate assessment, intake, and referral to emergency housing. Additionally, workers coordinate intervention and referral of homeless individuals to assistance programs, mainstream services, and housing programs. This is especially important as a COVID-19 intervention.
Community Development seeks to provide 2 customized vans for workers' use in the intake and referral process. Vans will provide privacy and security, while shielding workers and participants from environmental hazards. Workers will also use the vans to transport homeless participants to shelter sites.
