PURPOSE:
Consider approving the HOME-ARP Allocation Plan and authorizing the Chief Executive Officer to submit the Plan to the U.S. Department of Housing and Urban Development. The total amount of the funds is $7,800,800.
NEED/IMPACT:
HOME-ARP funds can assist households/individuals who are homeless, at-risk of homelessness, or members of other vulnerable populations. Funds can be used to provide housing, rental assistance, supportive services, and non-congregate shelters.
The DeKalb County HOME-ARP Allocation Plan proposes using HOME-ARP allocated funds for Rental Assistance and Supportive Services for all Qualified Populations, as defined by HUD, to assist DeKalb residents in obtaining housing and ensuring housing stability. The proposal is based on Point-In-Time Count and Survey data, survey responses to HOME-ARP related surveys, data regarding rental rates and income in DeKalb County, and data regarding the number of evictions in DeKalb County. Also providing an indication of the need for rental assistance is current information from the Homeless Management Information System that indicates that 206 DeKalb County households who are homeless have requested permanent housing and are awaiting housing assistance.
