PURPOSE:
To approve the appropriation of $100,000 from Non-Departmental - Unincorporated Fund assigned to Account (09130.579002.272.0000.0000) to Grant Fund (09130.611250.272.0000.0000) reserved for District 1 for the purpose of general programming and the creation of a public-private partnership (P3) fund mechanism to Frontline Response

NEED/IMPACT:
Homelessness is becoming an increasing problem in DeKalb County. As the City of Atlanta prepares for the 2026 FIFA World Cup, the ongoing lack of affordable housing and wrap-around services to assist those in need, the homeless population is expected to increase. This has the potential to significantly impact, and potentially overwhelm County and other available resources.

Frontline Response has developed a prototype for outreach, rescue, and emergency safe housing and uses the Collective Impact Strategy Model to combat complex issues such as homelessness. The creation of a public-private partnership fund would assist in increasing funding sources, resources, and expanding capacity to comprehensively address homelessness and other related components associated with assisting DeKalb's vulnerable communities.
