EM - Snapfinger Vault and Trunk Sewer Assessment and Cleaning (Emergency): for use by the Department of Watershed Management (DWM). This temporary contract consists of the assessment and cleaning of known sites experiencing Sanitary Sewer Overflows (SSOs) during rain events. Use of the Totally Integrated Sonar and Closed Circuit Television (TISCIT) inspection technique will allow the contractor the ability to view and clean away the debris leading to current reductions in sewer capacity. This request seeks to ratify the emergency purchase of large diameter trunk sewer assessment and cleaning services. Awarded to Compliance Envirosystems, LLC. Amount Not To Exceed $5,096,263.15.

PURPOSE:
This contract consists of assessing and cleaning nearly 25,000 LF of 42-inch and 43,000 LF of 36-inch through 60-inch trunk sewer. Additionally, there are 15 known sewer capacity related sites that have been added to a Priority Fix List (PFL). These sites historically experience SSOs during rain events due to the infiltration/inflow of water and debris entering the system. SSOs have adverse human and environmental impacts to citizens and the environment. This request seeks to ratify the emergency purchase of services required to assess and clean various sewer trunk capacity lines in an effort to prevent future SSOs. This request will assist in demonstrating the County's commitment to meeting EPA mandates to assess, clean, and prevent continued sewage overflows.
