PURPOSE:
To consider reserving $8,000,000.00 of SPLOST II funds from line-item B.3 Bicycle Paths for acquisition of right-of-way, easements, construction and construction inspection services for the proposed South Peachtree Creek Trail Extension from Medlock Park to Lulah Hills Development.
NEED/IMPACT:
The South Peachtree Creek Trail from Medlock Park to the Lulah Hills Development is a key component in the extension of the DeKalb County trails system. This project will extend the trail towards a connection with the Atlanta-Stone Mountain Trail.
FISCAL IMPACT:
SPLOST II funds will be reserved in the amount of $8,000,000.00 for right-of-way acquisition and construction. The Development Authority of DeKalb County ("Decide DeKalb") and EDENS, LLC have an agreement to reimburse DeKalb County in the amount of $4,500,000.00 towards the Medlock Park South Peachtree Creek Trail Extension project, as detailed in a separate agreement with Decide DeKalb. Upon receipt of such funds by Decide DeKalb from EDENS, LLC and as work is completed, Decide DeKalb will disburse funds to DeKalb County solely from amounts actually received from EDENS, LLC, to partially reimburse the SPLOST line-item B.3 Bicycle Paths in the total amount of $4,500,000.00. Decide DeKalb will have no obligation to advance funds or make any disbursement except to the extent such funds have been received. This agenda item is to fund right of way acquisition and advance construction on the project.
