PURPOSE:
To accept Georgia Environmental Finance Authority (GEFA) Loan CW2025020 in the amount of $17,887,000 an authorize the CEO to execute all necessary documents. GEFA approved our loan application, for the funding of the Shoal Creek Trunk Sewer Improvement Project, on May 12, 2026.
NEED/IMPACT:
The Shoal Creek Trunk Sewer Improvement Project - Section 1 is a critical wastewater infrastructure improvement project being undertaken by the DeKalb County Department of Watershed Management (DWM) to comply with the Federal Consent Decree issued by the U.S. Environmental Protection Agency (EPA) and the Georgia Environmental Protection Division (EPD). The project will replace approximately 19,755 linear feet of deteriorated trunk sewer with a new 72-inch gravity sewer extending from Flat Shoals Parkway to the Snapfinger Creek Advanced Wastewater Treatment Facility (AWTF). Shoal Creek Section 1 is anticipated for completion in mid-2029.
FISCAL IMPACT:
GEFA's one-time origination fee is $268,305. There is a one-time bond counsel fee of approximately $10,000. An interest rate of 4.03% will be incurred for draws made during the construction period ending 2029.
Once all the funds have been drawn, the interest rate falls to 2.03% resulting in an annual payment of approximately $1,100,000. The loan is 20 years.
